The building was constructed in 1947-1949 to a design by the architect D.P. Burishkin for the Scientific and Research Institute of Sea Intercommunication to replace an old institute building, demolished during the Second World War.

Since 1979 the building has hosted the Institute of fleet development, research and construction "Giproribflot" 

The second floor is currently occupied by the St. Petersburg international economic forum fund.
